logind vs gnome-control-center power setting for suspend

I am reading this wiki: https://wiki.archlinux.org/title/Power_ … th_systemd

it mentioned if I use systemd logind, the config file is /etc/systemd/logind.conf
I checked this config, it is default without any change (all settings are comment out)

I am using Gnome Desktop, which I set power related settings in gnome-control-center power tab.

My question is, if /etc/systemd/logind.conf is global setting for systemd,
Then, how normal user can set related settings in gnome-control-center?
and how it interact with systemd logind?
