Intel i915 module's fastboot option not working in recent kernels

I have used i915 module's fastboot option to disable the initial flicker that happens when the laptop boots. Everything was working fine until the recent kernel updates. Now the laptop flicker (just one time) when it boots(may be during i915 module loading). I forgot exactly from which kernel version the issue started ( I believe maybe 5.11). It's working fine with the LTS kernel. I waited for few kernel updates hoping that it will be fixed. But with latest kernel 5.13.5-arch1-1 the issue is still here.

Here is my /etc/modprobe.d/i915.conf

options i915 fastboot=1

I have tried adding directly to kernel parameter but the issue still persists. I have hybrid graphics setup and removed nvidia modules thinking it might have caused the issue but with no luck. Also I tried early KMS and the issue is still there (it just flickers early).
I found this issue on gitlab but it refers to kernel 5.7.0 but as far as I remember this issues started with the recent kernel.
