Watchdog0 still shows up during reboot while being disabled

I have used the nowatchdog kernel parameter and it didn't help. Then I added the /etc/modprobe.b/watchdog.conf:

blacklist iTCO_wdt

And it still appears during the reboot and in logs:

watchdog: watchdog0: watchdog did not stop!

How do I fix this?

Was the iTCO_wdt module loaded before you blacklisted it and rebooted?  Are any of the watchdog modules listed in watchdog-parameters.txt loaded?
What are you trying to achieve by disabling watchdog0?

I am trying to disable the watchdog0 and prevent it from showing up on reboot. Changing the log level doesn't seem like an option

See RebootWatchdogSec in system.conf.d.5.en.  Please note the watchdog is not expected to stop and the message is part of normal operation.
If the watchdog stopped it would mean the reboot had stalled for 10 minutes.
