Suspend to Disk - Every Reboot Resumes From Last Suspend Point?

Hello. I've recently set up a system to suspend to disk when I choose to hibernate or at critically low battery power. The system is encrypted LVM on LUKS. It saves to swap and resumes as I would expect after inputting the PW to unlock the LUKS container, except...I don't always hibernate, so if I reboot or shutdown, it always resumes from the last hibernation point. I don't see anything in the documentation that mentions an "if" type flag so it only resumes from swap if I actually hibernated at the last power-off event. Am I missing something or will it always resume from swap if I have swap enabled regardless of how I last shut down.

Thanks!
