Device is already in use

I am trying to dual boot arch and windows 11, I used Gparted to create the partitions. However when I run cfdisk in Arch I get a message saying the device is already in use, and none of the partitions except for the USB stick show up. However they do show up with lsblk  I have tried disabling fast startup in windows and shutting down with windows using

Shutdown.exe -s -t 00

to no avail. How do I make the drives show up?
