How i permanently disable my amd boost ?

Whenever I change the

sys/devices/system/cpu/cpufreq/boost.txt 

file, when I restart the computer, it goes back to its original state. How i permanently change this value to 0 ?

No ".txt" and the file is actually a kernel interface - you cannot permanently write that "file" because it's not not on your hard drive (nor can you move it there)
