Can you elaborate? Are you able to provide some kind of video or animation showing what it looks like, versus what you're expecting it to be like?

Sounds a bit like this. Downgrading libinput to 1.18.1 seemed to mitigate the issue (temporary 'fix')...

im not able to elaborate rn but it's like if you try to scroll down or up the scrollbar jumps to next position instead of scrolling smoothly to it.
in simple terms its like a scrollbar designed for very slow laptops to mimic the functionality of a smooth one

Check '/var/cache/pacman/pkg/' if the package version is cached and install it by preceding it with 'sudo pacman -U'.
EDIT: Otherwise grab it from here:

I tried this and after logging out my keyboard, trackpad and mouse no longer worked.  Do I need to downgrade all packages for this to work?
Or did I miss a step?

By the way, I fixed the keyboard/trackpad/mouse issue by doing the following:
1. restarted laptop by pressing power button for 2-3 seconds
2. when getting to linux boot screens, pressed 'e'
3. this will present boot parameters
4. added this parameter to the end of the parameters (this puts you into terminal-only mode):

        systemd.unit=multi-user.target

5. from here you can update libinput back to the latest using the following command:

    sudo pacman -S libinput # update a single package
