[SOLVED] New speakers not recognised by pulseaudio

I have a built-in Intel ALC887-VD audio card.
I just replaced my ancient Logitech X-240 speakers with Logitech Z313.
On reboot there is no sound.

The only device listed by pavucontrol is "Dummy Output".

There are extra headphone and mic jacks at the front and headphones work when I plug those in.

If I unplug the speakers from the jack at the back of the PC, then plug them back in, they are recognised and work fine.
After a restart they are no longer recognised. 

The pulse troubleshooting guide mentioned there may be trouble with logind permissions but I see the following.

Any idea how I can fix this so that I don't have to unplug the speakers after rebooting? 

I guess the main question is - why doesn't pulse see the device during boot, but after logging on pulse then sees it when it's plugged back in.

Not sure why/how but my default devices were not configured.

In fact I didn't even set a default sink I just created $HOME/.config/pulse/default.pa with the following:

.include /etc/pulse/default.pa

### Make some devices default
set-default-sink output
set-default-source input

Those 2 set-default commands were commented out in /etc/pulse/default.pa. 
I don't know how my previous speakers got picked up but this fixed my issue.
