oggvideotools in Arch Linux

What do you need it to do?  You can make a PKGBUILD for it if you'd like - it looks like it'd be pretty trivial as it just builds with cmake.

But from what I can find I'm not sure what it would do that ffmpeg wouldn't do (better).

I need the tool oggCut for splitting ogv files, and I don't know how to use ffmpeg yet.

Or even just open the ffmpeg page on our wiki ... and see that there is a heading specifically for "splitting files".  And that section is nice, simple, and concise, even giving the exact command that would be needed to split any video file regardless of format.
