One of the readme rules is "These boards are for the support of Arch Linux, and Arch ONLY".
It is then explained that these boards welcome only Arch Linux users that know what is in their system, for those that have an actual DIY Arch Linux system.
Artix base is a DIY distro based on Arch. The only difference is Artix being systemd-free and thus not using the same repos. So, I am curious. Am I welcome here for asking help about non-artix-specific problems, even though I am not technically running Arch Linux ?

Everyone is welcome here. And, users of all operating systems, including Artix, are free to participate. BUT... Artix is not Arch Linux; it is a fork. As such, we have no knowledge of how it is configured and the Artix configuration is not applicable to Arch Linux users. As such, we cannot and will not support questions about Artix. Likewise, support help for Artix may be in conflict with how an Arch systems is configured. As we try to make these forums the canonical reference for Arch Linux, it is not appropriate to host content that may add confusion to those attempting to support a pure Arch system.

No it's not weird at all. You have enabled the arch linux community repo without core and extra, which is guaranteed to cause problems as it is the same as a partial upgrade. In this case it's even worse as for some absolutely retarted reason the artix documentation tells you to enable *some* arch linux repos, but explicitly says you can never use the arch linux core repo. Well, guess what's in the archlinux core repo: the archlinux-keyring package. And without this package, you will not be able to install any other archlinux packages without running into signature issues.
Now stop asking technical support questions on these forums for your non-arch system and go contribute to building a community at artix if that's the distro you are going to use. We cannot help you here, and every time you post and wait until part way into the thread to mention that you are using artix, you'll be wasting our community members' effort and patience. This behavior is most definitely not welcome here.

Everybody is welcome from any distro to my knowledge. But the forum will only help you if you run vanilla Arch, no Arch-based distros or installing Arch with unofficial scripts.
