Is this mandatory or is the hook from archlinux-keyring doing everything needs to do?

Pacstrap will do that during normal installation. If you had a problem with this you'd notice rather quickly since you wouldn't be able to install packages unless you disabled the signature checking in the first place.

did a fresh install with archlinux-2022.11.01-x86_64.iso & after the command archinstall i kept getting keyring error till i did pacman-key --init so am guessing it is mandatory now.

How long did you wait before coming to the conclusion that it wasn't working previously?
The pacman-init script needs to wait until it has enough entropy before it completes.
