What's up with the question you get asked when you register?
I wanted to create an account to ask for help about a problem I had installing GRUB on a fresh install of arch that I could not find an answer on google for. I'm installing arch for the first time on a vm and don't have that much general linux knowledge, but I have a background in development and wanted to see if I'm able to use arch (hence the vm just in case).
Why does the question you need to answer in order to create an account on here have to be such have to be of that sort?
What function does it serve?

It is an impediment for spammers. Over the years, we have dealt with waves of them. It doesn't stop the most determined, but it does help make it manageable.

It's also trivially easy to answer for anyone who is in the target audience of arch linux. Many people who are not technically in the target audience, but who are able to think clearly and solve novel problems will also not have much trouble with it. You are likely in the latter category (you noted you don't have much general linux knowledge) - but here you are, you registered. I was also definitely in that latter category when I installed arch as I had *very* little linux experience (I had been using crunchbang on a netbook for a few months), but was ready to learn.
