And you want to to have all sources for this cached/downloaded by arch systems, and also every 6h ? I think this is not realistic.

All it would achieve (at great expense) is blocklist++ by the authorities of the aforementioned countries.
All I can suggest is that you respect the laws of the country you live in, and don't seek out ways to evade them (e.g. by using proxies/VPNs/etc.).
