TTY shortcuts: RHS ctrl & alt don't work

When switching between TTYs via CTRL+ALT+F(#) I can only use the CTRL and ALT on the left side of the keyboard.
In Ubuntu I could use either left or right side.

Is this normal?
How do I configure Arch to allow me to use either side?

I did a brief google but I only found Ubuntu-specific instructions, ones that didn't distinguish between alts or ctrls and didn't work, and ones referencing non-existent config files.

Ctrl is irrelevant - that's not needed for changing vts, but is used for switching away from a running Xorg session.  Otherwise I can confirm that I can change vts only with the left alt not the right.

Thanks. Just tested and it seems CTRL can be either left or right when switching away. It's only ALT that's picky.

L-ALT + R-CTRL + F2 gets me to TTY.
L-ALT + F7 gets me to desktop.
