try switching to wget for downloading packages.
as root, edit /etc/pacman.conf
look for this line
#XferCommand = /usr/bin/wget --passive-ftp -c -O %o %u
remove the # so wget is used, and try installing again.
Using wget tends to be faster and more reliable then the default protocol, specially with ftp-mirrors.
Edit : atleast that's my experience.
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.

As for connection tracking, your are on your own. I will note though that the latest kernel + the latest iptables + connection tracking module will be beneficial. Continuing this discussion would be OT.
