Nvidia GPU stuck on low power unless I start X with charger plugged in

I have a HP Pavilion Gaming Laptop 17-cd1013na with an Nvidia GTX 1660 Ti Mobile GPU (proprietary nvidia driver).

When I start X with the charger plugged in, the GPU runs at full power on AC. However, when I start X without the charger plugged in the GPU runs on low power on both AC and battery (which is not OK, because performance suffers a lot). So the GPU thinks it's running on battery, even if I plug in the charger afterwards, and continues to run in low power mode. Powermizer is stuck on level 1 in settings (the 2nd lowest performance level).

I have tried installing and enabling acpid as suggested in the wiki but that didn't work. I have tried adding these options to xorg.conf but that didn't work either:

Option "RegistryDwords" "PowerMizerEnable=0x1; PerfLevelSrc=0x2222; PowerMizerDefaultAC=0x1"

Is there any way to force the GPU to run at full power at all times? Or maybe I can lie to the GPU about the power being connected?
