Using a gpd pocket 3 and kernel 5.16.16 I can rotate the console after boot, but before logging in with startx, by adding the parmeter "fbcon:rotate=1". After upgrading to 5.17.1 this no longer works, and I could not find any other newer method to do so. Reverting back to 5.16 restored the old behavior.
I am unaware if this is expected behavior and a new option is required. I did not see anything obvious looking at the 5.17 release notes.
I am also hoping to be told where to report this if it is the sort of thing that should be reported to the linux kernel developers. Thank you.

You mean an alternative if you give up on fbcon:rotate? I don't know (and I don't care to do the research).
But you could just ask for it to be re-enabled; it's not clear whether this was intentional.

Can you tell me, without asking for extra research, the recommended channel for requesting framebuffer console rotation to be re-enabled? Do I use a particular mailing list?

Signed: another Archlinux console and framebuffer heavy user, who lost the ability to rotate his monitor and use it in portrait mode in his plain normal PC with this change.

Not knowledgeable about fcon, specifically, but its documentation mentioned a required kernel config option for the rotate function, so I checked the source files for the linux package. I didn't really think you expected me to dive much deeper into this; it's just that sometimes I actually go and learn stuff just to answer somebody's question, but not here because (1) lack of interest and (2) a bug report seemed easier.
I figured that pointing to that Arch package as the cause was enough to answer "if it is the sort of thing that should be reported to the linux kernel developers", but I could have been a little more explicit.
