Package (Viking) in community-repo flagged out-of-date; no reaction

Hello guys 'n gals,

out of curiosity: how does the "Flag-a-package"-system work?
Somebody flags a package out-of-date and then the specific maintainer and/or packager get a notification via email?
If so, are there regular checks to confirm that their emails are still valid?

In the last year either I or somebody else flagged packages out-of-date and there were no reactions for weeks/months. So I tried to contact the maintainers/packagers via email (using their different email-adresses I could find). Eventually some packages were updated after that, but without a feedback.
Cheers to Muflone (gscan2pdf) and Filipe (shotcut) who answered my mails and updated shortly after my notices.

Long story short:
Guess many users would appreciate it when maintainers/packagers would react and update packages on time. Not same day for sure, but four months old flagged-out-of-date packages... hmm
