Hello all, I'm using a fresh install of arch and I can't seem to change the keyboard layout to US International with Dead Keys persistently. *The keyboard layout changes to US default after booting*. Also, I am using Wayland.

You mean: on the native linux console or on the GUI (I suppose you mean the latter) ?
To begin with for the native console: do you have KEYMAP=us-acentos on /etc/vconsole.conf ?

From the screenshot, it's plasma/wayland.
Used to be a bug, https://bugs.kde.org/show_bug.cgi?id=433301 reported as fixed by upstream for 5.21.4, but the last comment contradicts this.
Does it help to configure two layouts (us-intl and somethingelse™ as second layout)?

Yes, I wrote that on vconsole.conf, still no effect.

I can do that, but it still resets on boot. After booting, the layout is set to US default again and the dead keys layout disappears.
