How to increase nvidia card power?

I am using nvidia 3080Ti to train neural network, , and in the nvidia-settings I have already set the PowerMizer preferred mode to 'Prefer Maximum Performance', but it is not changing in nvidia-smi, still 99W/350W, p2.
Is there any way to increase the performance?

note: when I am not training, the power is P8, 27W
