NetworkManager hotspot stopped working

So I've been trying this multiple times for more than half of a year. I used to open a hotspot with my laptop back when I was using Manjaro when I'm connected to LAN and it has worked without a problem. But now when tried to open up hotspot on my laptop with Arch installed (both the old Manjaro one that I wiped and a newly bought one I'm currently using), it breaks any internet connection, both LAN and Wifi. I've tried searching through wikis and forums, I've tried install dnsmasq, making sure it gets started up by NetworkManager.service. I've also tried both enabling and disabling systemd-resolve.service. I've came across this issue when I was troubleshooting and currently I'm not sure if this is my problem or a NetworkManager bug.
