Libreoffice ? box characters

I'm opening NCERT books from class 10 and for some reason the characters are ? but this isnt seen in firefox

i tried installing
fonts-liberation because i thought it was a font issue.

The locale isn't  the issue, though.
I guess it's https://ncert.nic.in/textbook/pdf/jess302.pdf - the "text" in that document is actually some wild unicode (try copy and pasting anything) and the redable stuff if vector graphics.
LibreOffice tires to display the text and since it's random junk from the private utf-8 area, it's represented w/ the "missing" glyph.
You'll likewise not be able to search the document in any pdf viewer.

tl;dr-  there is no editable text in that document. I guess some form of copyright protection (the document actually says so)
