CPU throttled at 79 C

I'm running arch on my Thinkpad E15 with a Core i7-10510U @1.8-4.9 ghz, 4 Cores (8 threads) cpu. I notice that the CPU is hard-throttled at 79 degrees. If possible, I would like to increase this value to 90. How can I do this?

You don't.
You increase the amount of air blowing against it (fan/noise profile) or fix the heat-sink/pipe.
78° is already pretty hot for that CPU.
