Bluez: Not discovering nearby BLE devices

On my Thinkpad X13 I cannot manage to scan successfully for nearby BLE devices. Scanning, pairing, and connecting with regular Bluetooth devices works work without issues.

$ lsusb

Bus 003 Device 005: ID 8087:0026 Intel Corp. AX201 Bluetooth

Trying with hcitool (which is deprecated if I read this correctly):

$ hcitool lescan
Set scan parameters failed: Input/output error

In bluetoothctl calling `scan on` and `devices` a few seconds later, does only show (known) Bluetooth devices, but not the BLE devices nearby. On my Android smartphone these devices are discovered without issues.
