Unreal Engine greatly varying FPS for no Reason

Hi, I am making a game in Unreal Engine 5. When using High Settings (Anything below looks terrible). I sometimes get low FPS and then sometimes get High FPS. I have limited FPS to 30 FPS, which is bearable and does not fry my CPU to 75C

I increased the limit to 50 FPS and still get the same FPS in the game while in the editor I get 50 FPS:

Also, I have an RX 6500XT OC, I was able to run SEUS PTGI Shaders on it in Minecraft (Java), and Unreal makes my CPU hot, so can I make Unreal use my GPU Also, I set Resolution Scale to 1% in Unreal.

I know the post is all over the place, but I am a bit panicky right now, so I don't know what to include and what to not include.

Edit: I know that the screenshots say Scalibilty: Low, but it is High, but I turned down Foliage, Shaders and Effects to low and saw no difference

I don't use current Unreal Engine Editor, but I remember that in the past it was very important to optimize the map. If map haven't had good optimization then in some parts might have huge CPU spikes. Think about places in the map which don't have to be rendered because they are not seen, they are in zones outside of which terrain is not fully rendered, errors in rebuilding map, etc.; search in net for other tricks in Unreal Editor.
