Performed upgrade via -Syu.
The new vim package was found via pacman -Q as installed ......along with the previous version.
The same occured with other packages in the downloaded group.
Reran pacman -Syu.....same group of packages was listed and it proceeded to install them again.
Re-ran pacman -Syu and the same thing occured.
What has happened to pacman?
Prediction...This year will be a very odd year!

Make sure that there are no errors while things are installing.
If something fails, like when there are dependency errors in a package, nothing will install. The next time you run pacman -Syu it starts all over again.
That may be what you are experiencing.

I noted that the pakages installed as reported be ...pacman -Q.
Usual problem with failed downlod is a statement that no packages were installed.
In this case, all were installed ...again and again and again...

Yes, I see what you mean. As if pacman does not know they are installed but at the same time reporting if queried that they are.
 weird!

check the permissions of /var/lib/pacman/local
and see the structure of those package dirs - maybe something is corrupted. ?:
