Video card rx570 is heating up permanently

Hello everyone. Have a problem.
I noticed that my video card (sapphire rx570) is heating up even there are no applications started (I'm using amdgpu driver). Fans on the card run periodically. but if I turn off the fans, the card temperature can become >60... more i didn't check. For example on other systems (e.g. some proprietary) without any activities and without fans the card temperature is stable = about 43 +-3 regarding to ambient t.
Btw, the problem occurs even when the Desctop Environment didn't run.
I think for the better understanding I should provide logs, but can you advice the part?

Thanks for the info.
I checked the all predefined power modes.

3D_FULL_SCREEN - was default on my system
POWER_SAVING - increases temperature, but more slowly
VIDEO - almost the same as POWER_SAVING
VR - t' grows faster than VIDEO
COMPUTE - the fans permanently works. the hottest mode, as expected

Btw, just a state in a random moment using "sensors" utility:

amdgpu-pci-2600
Adapter: PCI adapter
vddgfx:      900.00 mV 
fan1:         555 RPM  (min =    0 RPM, max = 3200 RPM)
edge:         +47.0°C  (crit = +94.0°C, hyst = -273.1°C)
slowPPT:      33.14 W  (cap = 135.00 W)

It shows me that fan1 has 555 rpm, but it's actually stopped at that temperature.

So what powerr profile is active in otheros(tm) and is the behavior w/ power_saving comparable?

This is the key point. Unfortunately, the behavior is not comparable.
Just now temporary disable fans using amdgpu-fan utility. And it's already 66'C in idle.
Also I found a similar topic https://bbs.archlinux.org/viewtopic.php?id=262650 and it's actually looks like a similar problem with memory clock (100%)
But I'm not sure if it's already fixed...

Since that's claimed to be due to a kernel regression, you could try the behavior w/ a different kernel (LTS or non-LTS, depending on which oen you're currently using)

Unfortunately, switching from lts (in my case) to latest linux (6.0.10-arch2-1) didn't solve the issue...

As a forewarning, undervolting (or otherwise overclocking) the GPU can introduce stability issues.
