How to fix corrupted package (PGP signature) error?

Here's how I tried to install keyring and failed:

$ rm /var/cache/pacman/pkg/archlinux-keyring-20221219-1-any.pkg.tar.zst
rm: cannot remove '/var/cache/pacman/pkg/archlinux-keyring-20221219-1-any.pkg.tar.zst': No such file or directory
$ sudo pacman -Sy archlinux-keyring && pacman -Su

I've tried the following:
1. install keyring and ca-certificates, failed
2. delete all cache and pacman -Syu, failed
3. sudo pacman-key --refresh-keys and install packages, failed

The system is not old at all. I think I have updated it at least in the last month.
