compile drivers before installing base-devel?

I need a certain wifi driver to connect to the internet, and I unfortunately can not connect to a wired ethernet connection at the moment.
I was wondering if there is any way to get base-devel (or at the very least gcc) included with the installation iso
or if there is some way to get the packages offline.

Do you have a smartphone you can plug in and use as a wifi adapter?

yes but the only phone i have available is an iphone and im not quite sure if its possible to use it as an adapter

Most USB thether methods should be sufficiently standardized to work regardless.
