[SOLVED] Public network not detected

I have a stubborn wireless problem I cannot seem to resolve. I am beginning to think that it's a router problem and not an Arch problem. I'm running Arch LTS with GNOME and my wifi card is working just fine. I use my wireless card at home all the time, but I'm currently in public and having trouble.

$ lspci -k
03:00.0 Network controller: Realtek Semiconductor Co., Ltd. RTL8723BE PCIe Wireless Network Adapter
	Subsystem: Lenovo Z50-75
	Kernel driver in use: rtl8723be
	Kernel modules: rtl8723be
$ ip link
3: wlp3s0: <NO-CARRIER,BROADCAST,MULTICAST,UP> mtu 1500 qdisc mq state DOWN mode DORMANT group default qlen 1000

However, I cannot see (therefore cannot connect to) a known public wireless network. Let's call it "STATEGOV Public". I can see and connect to "STATEGOV Public" on my iPhone. I am also able to turn on personal hotspot on my iPhone which then shows up in Arch:

$ nmcli dev wifi
IN-USE BSSID SSID MODE CHAN RATE SIGNAL BARS SECURITY
*       ##:##:##:##:##:##  My iPhone                   Infra  6     130 Mbit/s  100     ▂▄▆█  WPA2
        ##:##:##:##:##:##  DIRECT-94-HP M402 LaserJet  Infra  6     65 Mbit/s   47      ▂▄__  WPA2
$ sudo iw dev wlp3s0 scan | grep SSID
      SSID: My iPhone

But I cannot see the public network "STATEGOV Public" that I want to connect to. I know it's a captive network, but I don't think that's the problem. Is it possible that the admins of the "STATEGOV Public" wifi network have configured it in such a way as to prevent Linux devices from connecting to it?

A little more information:

I installed wireless-regdb and ran

$ iw reg set US

with no success.

I have a feeling there is a simple fix, but I'm just not seeing it. Can anyone help?

Re: [SOLVED] Public network not detected

Can iwctl(1) see that network? Stop NetworkManager before trying iwd to prevent conflicts.

No. Here's the output:

$ iwctl device list
                                    Devices

  wlp3s0                ##:##:##:##:##:##     on          phy0        station

$ iwctl station wlp3s0 scan
[empty]

$ iwctl station wlp3s0 get-networks
                               Available networks
--------------------------------------------------------------------------------
      Network name                      Security            Signal
--------------------------------------------------------------------------------
No networks available

And just to double check, I took my laptop to lunch and tested wifi in actual public, which showed a bunch of networks:

Does this sound more like a router problem than a laptop problem?

Re: [SOLVED] Public network not detected

Those are all 2.4GHz channel numbers, you don't seem to be finding any 5GHz networks. Is the network you're looking for 5GHz only?

Re: [SOLVED] Public network not detected

I don't know. I'm actively connected to this network on my iPhone: do you know if there is a way to find out which channel it's on from there?

Re: [SOLVED] Public network not detected

Actually, yes, I believe it is a 5GHz network I'm trying to connect to. Here's information directly from the router:

AP radio: 2
Band: 5GHz
Channel: 140 (40 MHz wide)
Mode: 802.11ac

Looking further down the page, I also see:

2.4 GHz Channel 1 utilization: 0%
5 GHz Channel 140 utilization: 1%

It is possible that the wifi card in my laptop only works on 2.4 GHz signals?

Re: [SOLVED] Public network not detected

Running

iw list

I see

Frequencies:
             * 2412 MHz [1] (20.0 dBm)
             * 2417 MHz [2] (20.0 dBm)
             * 2422 MHz [3] (20.0 dBm)
             * 2427 MHz [4] (20.0 dBm)
             * 2432 MHz [5] (20.0 dBm)
             * 2437 MHz [6] (20.0 dBm)
             * 2442 MHz [7] (20.0 dBm)
             * 2447 MHz [8] (20.0 dBm)
             * 2452 MHz [9] (20.0 dBm)
             * 2457 MHz [10] (20.0 dBm)
             * 2462 MHz [11] (20.0 dBm)
             * 2467 MHz [12] (20.0 dBm)
             * 2472 MHz [13] (20.0 dBm)
             * 2484 MHz [14] (disabled)

And that's it. So I'm guessing that means my card won't connect to this network, right?

Re: [SOLVED] Public network not detected

Over the weekend I replaced my wifi card. Now I can see (and connect to) that 5Ghz public network. Thanks for your help!
