archlinuxcn is not the official archlinux after all.
Can they modify the wiki link to point to an external site without the official permission of archlinux?

It was requested after the migration had already occurred - see the talk item above. Since the entire translation team moved to this external domain, there's not much that can be done about it from the archwiki side. It's all volunteer efforts.
