Issue doesn't exist with USB storage devices
The SD card reader works fine because the BIOS sees the card and can boot from it, and Windows sees it. In my arch install, nothing happens when I plug it in (e.g. lsblk doesn't show the SD card, nautilus doesn't show it, etc.).
HOWEVER, the card DOES APPEAR and is mounted and useable after I run `sudo lspci -v -nn`. But then, if I try to eject it, I get the following error:

Miscellaneous context:
- SD card is formatted as exfat and is a bootable Ventoy install. This makes it useable as a regular SD card, but one of the folders holds a bunch of ISOs and it can be bootable media for any of them on the fly if you choose it as the boot device upon bootup.
- If it's detected and I reboot my computer, then upon logging it it's no longer detected. If, at that point, I reboot again, it ends on a black screen and never goes further. If at that point I hold the power button, it will power off, and then if I power it on it will get to the grub menu where I can choose and proceed, but then the Dell logo appears and never goes away. If at that point I power off and back on, it goes to grub > dell menu again. Only unplugging the SD card will let me past.
Any ideas? The purpose of the SD card is to keep it plugged in permanently, but to also be able to use it for transferring files.

Thank you, that may explain why I can't eject it. Sadly, that's only tangential to the real issue, which is that the device is randomly being detected or not, and never automatically mounting.
I have new info as well:
It seems locking the screen does something, as when I posted the OP, plugging in an SD card would should LITERALLY ZERO activity. However, after locking and unlocking the screen, `lsblk` shows the sd card, and then unplugging it makes `lsblk` not show the sd card, and this remains consistent across multiple unplugs/replugs. However, when in this state, `sudo lspci -v -nn` does not mount the SD card and `sudo mount /dev/mmcblk0 /mnt` has no effect (just sits there on appearing to do nothing until I press ctrl+c).

I experience exactly the same problem on Dell Precision 5680. `sudo lspci -v -nn` seem to "refresh" state of the reader (if the card is inserted or not). Only thing I can find suspicious is 'cannot verify signal voltage switch' in both dmesg and journal.
