Xelatex not compile latex with eps files now

I've just upgraded the system, and the texlive is upgraded. But the xelatex can not compile latex files with eps files included using \includegraphics now (with graphicx package included). Before the upgrade, it can successfuly compile the file and generate correctly the pdf with figures.

The error message from xelatex is

xdvipdfmx:fatal: pdf_link_obj(): passed invalid object.

pdflatex compiles with no problem.

Is this a bug? or is this another new change of texlive?

The texlive version:

extra/texlive-bin 2023.66539-1 [installed]
extra/texlive-core 2023.66587-1 (texlive-most) [installed]

Just downgraded to texlive-bin-2022.62885 and texlive-core-2022.63035. Though the downgrade seems not to be quite successful, the xelatex works again.

When downgrading the texlive-core, there is an ERROR message:

error: command failed to execute correctly
