Pulseaudo (or alsamixer?) out of sync with actual volume on boot

I have a Logitec Z407, configured in Pulseaudo as an analog stereo output.

When I first boot my computer, there is barely any sound, if I max the volume at that point the sound is barely noticable. There seems to be nothing I can do in Pulseaudo Volume Control to fix this.
So then I open alsamixer, press F6 to select the "Logi Z407", which then brings me to a CLI/ncurses volume slider that is at 60 percent. I then lower this slider to 50% and then the sound becomes deafeningly loud (because I just put Pulseaudo to 100%). After this, the slider in Alsamixer seems to be actually in sync with the Logi Z407 and sound will work perfect. Until the next reboot, offcourse. If I now press F5 (ALL), I see no additional channels or anything.

So, I think Alsa fails to set the volume on boot on the device, and I cant seem to figure out what to do about it. Saving/restoring the state seems to work fine, if I set the number to 50% and reboot, it will be 50% after boot. Only the Logitec Z407 seems to be unaware of this.

Does anyone know what to do about this?
