$HOME/.local/bin not on PATH by default

$HOME/.local/bin is where pip usually installs user-site packages, and as per XDG Base Directory Specification, it should be on PATH but it is not.

User-specific executable files may be stored in $HOME/.local/bin. Distributions should ensure this directory shows up in the UNIX $PATH environment variable, at an appropriate place.
