can't play videos on steam/csgo

when trying to play a twitch live stream in csgo i get the following error in the in-game browser:

This video is either unavailable or not supported in this browser. (Error #4000)

the stream plays fine on my dektop browsers.

the wiki doesn't mention this explicit error but it tried installing to no avail:
libva-intel-driver
lib32-libva-intel-driver
lib32-libva-mesa-driver
lib32-libva

googling this error didn't help either so anyone knows whats missing here?

steam-native-runtime is not installed

EDIT:
it seems like youtube streams play fine, so the issue is only with twitch streams.
