can't set specific keymap for normal users

I want to use jp106 keymap on my computer. After following the instructions on archwiki page "Linux console/Keyboard Configuration", I found that only when i logged in as root user, the keymap is set to jp106.

When i logged in as a normal user, the keymap is still us things. Here's some output of commands when i logged in as normal user.

 $ localectl status
System Locale: LANG=en_US.UTF-8
VC Keymap: jp106
X11 Layout: (unset)

The result of localectl list-keymaps | grep -i jp106   indicates that there is a keymap called jp106 on my computer.

/etc/vconsole.conf 
KEYMAP=jp106

I don't understand things like locale, x11 layout or keymap well, please help me.

also, i can't use loadkeys jp106 in terminal. I don't know if this matters.

i am very sorry to bother who see this post but i found this thing may related to my desktop environment. i disabled the desktop environment and found it works in cli.

i am going to find solutions for this.

Your console keymap is always irrelevant on the desktop and relevant terminal emulators, if your environment has a relevant setting set it there otherwise set the relevant x11 layout with the appropriate localectl command: https://wiki.archlinux.org/title/Xorg/K … _localectl

vconsole.conf only affects the console

X11 Layout: (unset)

What specifically is your desktop environment and do you use X11 or wayland as display server?
