Android USB Debugging not working when USB Tethering

Kernel 6.2.13-arch1-1 x86_64
Xiaomi Poco X3 NFC OctaviOS 4.3 - Android 13 with April security patch

The phone doesn't get a prompt to allow USB Debugging on the screen when not in File Transfer or PTP mode. Therefore; USB Tethering, MIDI and "No data transfer" USB configuration results in the following output of adb devices:
31871198        no permissions; see [http://developer.android.com/tools/device.html]

File Transfer and PTP work as expected:
31871198        device

This is very interesting behavior because I managed to get Debugging working while Tethering at the same time on Windows 11. This would suggest this is not a thing of my phone's custom ROM.
