You are not logged in.
When I shutdown my laptop I see a message "a stop job is running for simple desktop display manager (1s / no limit)" and I can't shutdown my laptop.
How to fix it?

This will eventually have timed out and the system shuts down/reboots.
There're plenty of threads where shutting down from KDE causes this (but not when first logging out and then shutting down from SDDM) and that condition is claimed to be fixed in https://aur.archlinux.org/packages/sddm-git
Otherwise please post the complete system journal for the previous (affected) boot:
sudo journalctl -b -1 | curl -F 'file=@-' 0x0.stOffline
