[Solved] TeX Live Package manager "tllocalmgr" seems completely broken

TeX Live packages such as "texlive-core" and "texlive-latexextra" have been recently updated.

The TeX Live package manager "tllocalmgr" seems completely broken afterwards. These are the error messages I got when I tried to enter "tllocalmgr":

Cannot open /var/lib/texmf/arch/installedpkgs/texlive-bibtexextra_66594.pkgs!
-- Likely the package texlive-bibtexextra does not create the '*.pkgs' file.
-- We will not process it further; please contact upstream maintainer
-- to have this fixed.

It seems that the updates somehow removed (?) the *.pkgs files in /var/lib/texmf/arch/installedpkgs/, so "tllocalmgr" can't find a list of installed packages. Seems like a problem with the TeX Live packages than with "tllocalmgr" itself.

EDIT (2023-06-02): we probably need to use the "tlmgr" utility instead from now on, see https://wiki.archlinux.org/title/TeX_Live#tlmgr

The previous texlive maintainer stepped down and the new one (aka me) is not willing to undertake the huge effort required to keep track of the correspondence between Arch and upstream packages. So I'm afraid tllocalmgr is no longer going to work.
