Screen turns black anwith static-like lines after waking up from sleep

Hello, so my screen turns black after arch wakes up from having the screen turns off with some weird properties that I've observed:

About the dead screen:
When the screen wakes up from sleep, it flickers from a vertical (desired) orientation to a horizontal mirror of my primary monitor.
Then the screen will turn black until move my mouse into the dead screen. When moved onto the dead screen, the mouse orientation/movement it's normal, but static lines pop up on the screen.
Then if the computer is left alone for longer,  keyboard input and clicking is unresponsive even on the remaining, visually functional screen--though the cursor can be moved with the mouse

What I've observed:
1. No error messages in journalctl, /var/log/Xorg.N.log, or xsession-errors when the error occurs
2. `xset -dpms` forces the dead screen screen. `xset dpms force off` forces the unresponsive state
3. A scrot screenshot shows the vertical monitor clearly with no errors
4. reverting to linux-lts does nothing
5. Error occurs regardless of cable, DVI or HDMI
6. No way to revert the error once it has occurred
    - xrandr calls don't revert the screen
    - autorandr force reset don't revert the screen
7. powertop shows very low CPU usage.

Any ideas on how I can continue to troubleshoot this? I'm at a loss by this point. Thank you so much!

What's your desktop session?

loginctl session-status

`xset -dpms` forces the dead screen screen.

That just deactivates DPMS but should™ have no immediate impact?

`xset dpms force off` forces the unresponsive state

Seems the output doesn't like going to sleep.
Is it an external monitor? Does it help to turn the monitor off and back on? Or re-plug the cable?

Both my monitors are external, including the problem monitor.
Unplugging and re-pluging the cable didn't work. neither did turning it off and on

Doesn't look like there's a screen configuring daemon (or do you have any awesome scripts in place to deal w/ output de-/attachments?
Is the problematic monitor a Tv?
Can you swap the outputs (ie. plug the troublesome one into the jack of the good one and vv.)?

Please still post an xorg log after the incident (just to record the system config and also this won't necessarily show up indicated as an error)
