Making the Gnome Extension app optional

Many distros now are packaging the new extension manager (https://github.com/mjakeman/extension-manager) as the default way to install and manage Gnome extensions but arch is still packaging the old one and worse its packaged with the `gnome shell` package

It would be really beneficial if the you could separate this program into another package and let users decide if they want to keep the extensions application or the alternative
