Can't install KDE themes (Unsupported archive format)

I'm having trouble getting themes installed and would appreciate any help getting it resolved.

I've tried installing via system settings and kpackagetool5.

Error message for one of the themes. Note that it isn't just this specific theme. It's all themes.

Installation of /tmp/gltqXp-V1.0.tar.gz failed: Could not open package file, unsupported archive format: /tmp/gltqXp-V1.0.tar.gz application/gzip

Some things to note:
1. If I run kpackagetool5 as root (sudo), I don't receive this error message, but the theme isn't installed for my user (obviously).
2. Tar and gzip are installed. Extracting the tar.gz manually with the tar command works fine.
3. Ark is installed and also extracts the tar.gz manually without errors.
4. Unarchiver is also installed.
5. I've tried reinstalling and also downgrading plasma-desktop, plasma-framework, and a few other packages I thought might be related, but that didn't resolve it.

What do you all think might be the solution?
