EDIT: Seems to be fixed after upgrading to kernel 6.5.2
I have an issue where my system seems to stutter for around a second. This happens at least every couple of minutes but sometimes as much as every 20 seconds or so.
This happens when booting from a live CD (I've tried both EndeavourOS and Ubuntu) and on my installed system. It is also reproducible in the terminal so it's not an X/Wayland issue.
The most reliable way I've found to reproduce the issue is to load up powertop, go to the tunables tab, and then hold down the down cursor key to move the selection down the list (and then the up key when you reach the bottom). Within about a minute the selection will 'stutter' for a second or so before continuing. It's also just noticable (and extremely frustrating) day to day when the cursor temporarily freezes in my desktop environment.
EDIT - The powertop issue seems unrelated and seems to be a bug in powertop as it happens on all my other systems too. The desktop mouse lag is something else.

I've tried kernel 6.1.44-1 lts as well as 6.4.10 on endeavouros and - via a ubuntu live cd - 5.15.0.
Interestingly during these stutter other stuff happening on the system appears unaffected - for example if I run glxgears the gears keep moving smoothly, and if I ping the system from another machine there is no affect on the latency of the pings.
I thought this was perhaps a power management issue with the keyboard/trackpad going to sleep, but I can also reproduce the issue by doing the powertop scrolling via an SSH connection.
Other things I've tried with no success:
Unplugging all peripherals from the laptop.
Switching between hybrid and nvidia-only graphics modes.
Disabling efficiency cores
i915.enable_psr = 0
Out of ideas at this point! Please help ![]()

OK looks like maybe there were two separate issues here. One is the mouse cursor lag and the other is seemingly a bug in powertop (since it also happens on other machines). I'm not really worried about the powertop bug since it was just a way to try to reproduce the lag issues.
I've found that I can eliminate the cursor lag by either changing the KDE compositor mode to "balance of smoothness and latency", or by switching my laptop's graphics mode from hybrid to dGPU.
