Pacman drop /etc/pacman.d/gnupg folder on reboot

I have some keys that i need get and sign locally with - "pacman-key --lsign-key keyid"
But after reboot pacman forgot about this keys.
All content /etc/pacman.d/gnupg is dropped and recreated each reboot similar to "pacman -init pacman -populate", commands
What may be casue of such behavior?

Are you on the ISO? That's the only way I can see this happening. Or maybe you copied some things from the ISO you shouldn't have? Even that shouldn't reset keys, though.
