TF2 weird behaviour (low fps while in game)

The game launches without any errors and normal fps on the menu (300~) but when I join a game (it doesn't matter offline or online match) it suddenly drops to 1-3fps and if I quit to the main menu it (sometimes) freezes the computer, requiring a reboot.

Also if I make the game windowed and then fullscreen again it fixes itself for some reason.

Edit 1: Problem doesn't happen if I omit prime-run and run on intel igpu.
