I am using VMWare Fusion Player 13.0.2 (21581413) on a MacBook Air 2017 13" (Intel i5-5350U) running macOS 12.7
The VM has the following specs:
- "Other Linux 5.x kernel 64-bit"
- Accelerate 3D Graphics enabled with 768MB shared graphics memory
- 2 Processor cores
- 2048MB memory
- VMWare hardware version 20
- Network adapter connected to share internet with the mac
The boot media is set to the latest (2023.09.01) ISO downloaded from https://geo.mirror.pkgbuild.com/iso/2023.09.01/
It gets stuck when booting the ISO because of some sort of connection time out in cloud-init's url_helper.py

I'm assuming you're not trying to use cloud-init with the iso. Is something in your network perhaps passing cloud-init configuration?
You can disable cloud-init from the kernel command line by appending:
cloud-init=disabled

This worked, thank you. No idea what is causing clound-init to run, could be a VMWare issue because this isn't happening on VirtualBox. I've decided to just stick to VirtualBox for now.
