Unable to boot into VM install with UEFI and rEFInd.

I've been working on a bash installer script for my own personal uses and have been using QEMU with KVM to test it on my current arch host.
After testing on real hardware I've found that my method of installation works for real hardware, but not for QEMU. When booting, I get this error:

BdsDxe: failed to load Boot0002 "UEFI QEMU HARDDISK QM00001" from PciRoot(0x0)/Pci(0x1F,0x2)/Sata(0x0.0xFFFF,0x0): Not Found

Is there a specific way to install rEFInd on QEMU? my best guess is that there's an issue with the way the refind-install command sets the device path. any advice/help on how to get refind working with arch in a VM would be much appreciated! :D
