What is fPIC?

I'm running across fPIC errors all over the place compiling things on Arch64. I know things like x264-SVN, VLC-SVN, Wengophone, and many others won't compile correctly as a program or a dependency if they or at least one of their dependencies aren't fPIC enabled. So what is it exactly?

This perfectly answered my quetion of why PIC is not enabled by default on all packages. I suppose that normally you and the other Arch64 devs take care of this transparently to the end user, but my growing library of packages from Subversion is requiring me to learn a lot more about the process.
