how to adjust for overscan with intel 11th gen graphics and wayland

I have Tiger Lake UHD graphics and am running wayland with Gnome. I have panasonic HDMI tv that has no option to disable overscan. In the past it was an easy fix with xrandr but none of the replacements can fix the overscan problem. If I start a x session I can fix the overscan with transform but have other issues in xserver.
